Historical context
The Constitution of the Principality of Andorra was approved by the General Council on 2 February 1993, approved in a national referendum on 14 March 1993 (almost 75% in favor) and ratified by both co-princes - the President of France François Mitterrand and the Bishop of Urgell, Joan Martí-Alanis. The adoption of the Constitution transformed Andorra from a feudal state into a modern independent, democratic, legal and social state. The document established the separation of powers, guaranteed fundamental human rights and freedoms, officially recognized the Universal Declaration of Human Rights as valid in Andorra, and formalized the country's political system as a parliamentary co-principality principality. In the same year, Andorra became a full member of the United Nations.
