Historical context
The Ibero-American Summit of Heads of State and Government is an international meeting of the leaders of the 22 states of the Ibero-American Conference, which unites the countries of Latin America, Spain, Portugal and Andorra. The summits have been held since 1991 with the aim of strengthening political, economic and cultural cooperation between Spanish- and Portuguese-speaking countries. The Principality of Andorra joined the organization in 2004 and became the youngest member state. The XXVII Ibero-American Summit was originally planned to be held in Andorra in 2020, but due to the COVID-19 pandemic, it was postponed to April 21, 2021. It was the first event of such an international scale to be hosted by Andorra.
