Historical context
Belgium held the Presidency of the Council of the European Union from 1 July to 31 December 2010. This was the 12th presidency of the Council since the creation of the European Communities (previously in 1958, 1962, 1966, 1970, 1974, 1977, 1982, 1987, 1993, 2001). The 2010 presidency took place within the framework of the new "trio presidency" format, together with Spain (first half of 2010) and Hungary (first half of 2011). Brussels is the de facto capital of the European Union, home to the main EU institutions: the European Commission, the European Council and a significant part of the work of the European Parliament. Belgium was one of the founding members of the European Communities in 1951–1957 and is an active supporter of European integration.
