The 2 euro coin was minted by Finland in 2023 to mark a major reform of the social and health care system, which came into effect on 1 January 2023 and transferred responsibility from municipalities to 21 new welfare counties.

The reverse depicts stylized figures of people connected together, symbolizing solidarity and accessibility of social services. The inscription "SOTE-UUDISTUS", "SUOMI FINLAND 2023" and the 12 EU stars complete the design.
Historical context
The reform of the social security and health care system (SOTE) is Finland's largest administrative reform in decades. From 2023, 21 welfare districts took over responsibility for hospitals, primary care and social services. The aim is to increase equality of access to services and improve cost-efficiency in the system.
