Historical context
The Council of Europe is an international organization founded on 5 May 1949, which promotes cooperation between European countries in the areas of legal standards, human rights, the development of democracy, the rule of law and cultural cooperation. At the time of the coin's issuance, the Council had 47 member states with a population of around 820 million citizens and is a completely separate structure from the European Union. The Principality of Andorra became a member of the Council of Europe on 10 November 1994, which was an important step for this small state, located in the Pyrenees between France and Spain, on its path to integration into the European community.
