Historical context
The Constitutional Court of Austria was established on January 25, 1919, by a law of the Provisional National Assembly of the German-Austrian Republic, developed on the basis of a draft by the prominent jurist Hans Kelsen on behalf of the State Chancellor Karl Renner. The Austrian Constitutional Court became the world's first specialized body of constitutional control - it has a monopoly on checking the constitutionality of laws, while all other courts are deprived of this right. The Austrian ("Kelsen") model of constitutional justice became a model for many countries in Europe and the world that created similar institutions. The Constitutional Court is the "guarantor of the Constitution" of Austria.
